The strikes echo a French proposal backed in July by Europe’s metal foyer EUROFER and 11 EU nations, together with Spain and Italy. That plan proposed slashing the bloc’s present metal safeguard quotas by 40 p.c to 50 p.c. Imports exceeding the quotas would catch a 50 p.c tariff.
